In the creation narrative, God created Adam and Eve and gave them dominion over the earth.
So God created mankind in his own image, in the image of God he created them; male and female he created them.
God blessed them and said to them, ‘Be fruitful and increase in number; fill the earth and subdue it. Rule over the fish in the sea and the birds in the sky and over every living creature that moves on the ground.’
Then God said, ‘I give you every seed-bearing plant on the face of the whole earth and every tree that has fruit with seed in it. They will be yours for food. And to all the beasts of the earth and all the birds in the sky and all the creatures that move along the ground—everything that has the breath of life in it—I give every green plant for food.’ And it was so.
Genesis 1:27-30
Satan appeared to Adam and Eve in the Garden of Eden disguised as a serpent. He cleverly framed a lie and deceived Eve (1 Timothy 2:13-14). By influencing Eve to eat the forbidden fruit, he successfully lured Adam to sin. By this great act of Satan, he took the authority Adam had been given over the world and claimed it for himself.
The narrative in Genesis doesn’t explain that Satan gained dominion over the earth through that act, but the New Testament writers’ frame him as god, ruler, and prince of this world. Those assessments, combined with the offer to Christ in the wilderness suffice to conclude that Satan commands dominion over the world. His Satanic Reign extends from the time that Adam lost it until the time the Last Adam, Jesus Christ (1 Corinthians 15:45-49) begins his reign during the Millennial Kingdom on earth.
